TL2024 from .iso fail under cygwin (win11 pro)

I think this is the best solution.  It's true that I could provide a 
wget binary, but that just hides the real problem, which is that the 
user hasn't read the installation instructions.  Those instructions 
mention 4 recommended packages in addition to the required perl and wget 
packages.
