TL2024 from .iso fail under cygwin (win11 pro)

Would the simplest change be just to modify the error message in TLPDB.pm. 
Currently the message is given by

   tldie(  "$0: TLPDB::from_file could not initialize from: $path\n"
         . "$0: Maybe the repository setting should be changed.\n"
         . "$0: More info: https://tug.org/texlive/acquire.html\n");

On cygwin, something like the following could be added:

You are using Cygwin, and this problem could arise if you haven't installed 
Cygwin's wget.  See the section of the TeX Live documentation about 
installation under Cygwin."
