	/cygdrive/c/Windows/system32/curl -o REMOVE_ME_AFTERWARDS --user-agent texlive/curl --retry 4 --retry-delay 4 --connect-timeout 30 --fail --location  https://ctan.dcc.uchile.cl/systems/texlive/tlnet/tlpkg/texlive.tlpdb

It should show something like:

Maybe your curl is broken?
