Pablo, these messages confirm David's assumptions.

Simply install wget and curl on Cygwin.  In this particular case it's
sufficient to install wget only because TeX Live looks for wget first.

But in the long term it's better to install both.  Otherwise you'll
run into trouble if another program insists on curl.
