pretest 2021 begin

This is probably known but in case not.. installing (via
install-tl-unx.tar.gz) for cygwin 64 it all seemed to go well and I get

$ type latex
latex is hashed (/usr/local/texlive/2021/bin/x86_64-cygwin/latex)

But the binary is (or claims to be) 2020

$ latex small2e
This is pdfTeX, Version 3.14159265-2.6-1.40.21 (TeX Live 2020) (preloaded
format=latex)
 restricted \write18 enabled.
entering extended mode
(/usr/local/texlive/2021/texmf-dist/tex/latex/base/small2e.tex


Not surprising if cygwin isn't in the first wave of binaries available but
I'd have expected it to fail to install rather than install an old one if
this was the case?
