Thank you for your reply.

If you have locale en_GB.UTF-8 on your system, the attached patch will work.
The point is setting of locale like this:

loc=en_GB.UTF-8
LC_ALL=$loc; LANGUAGE=$loc; export LC_ALL LANGUAGE

TeX Live is maintained by distro maintainers:
https://www.tug.org/texlive/distro.html

"Linux From Scratch" is not included in the distros list.
If you hope to maintain TL on LFS, your contribution would be welcome.
