I am not sure which types of software you use, our translation system is
using .po files.
Please see

THere is also

about how to do translations.
Basically, the one for you is
https://git.texlive.info/texlive/tree/Master/tlpkg/translations/zh_TW.po
together with the original English versions
https://git.texlive.info/texlive/tree/Master/tlpkg/translations/messages.pot
With these two files, you can update the translations in any po editor
(there are several around).
These are the messages for install-tl and tlmgr.
Then there is the whole TeX Live Documentation, which is a much longer
document.
