I guess we already had a discussion about http: vs https: and you wanted
not update the new URLs. But, line 1108 of `texlive-en.tex`:

> \Ucom{tlmgr option repository http://mirror.ctan.org/systems/texlive/tlnet}

shouldn't it be `https` instead of `http:`?
