[tldoc] using the translations

Is it Windows or Unix?
On both system the programs determine the language automatically. So
if your Windows is set to international English or something else, it
will not use the language file.
Like on my computer, whichis set to Japanese on Windows, it starts
in Japanese.

Send the .po file here, and we will include it and update
the translatorsfile.
