Sorry for being late. As tlpgui is working now also with dvd, I've just
updated the original live.tex (and also regenerated pdf and html) in the
parts concerning Windows. I also removed all questions related to
the absence of the dvd windows installer in other parts.

Yeah, one problem found is that if you compile live.tex in Windows ( ;-),
please use texmf-dist/tex4ht/unix/tex4ht.env (make copy to the local
directory). I'll try to resolve win32/texht.env later.
As I wrote before, the tlpmgui messages and also the help file can be
translated. Please have a look at:

For messages (menu, etc.), just copy en.msg to, e.g., de.msg and translate
the second line of every string (use UTF-8 here!) and change "mcset en" to
"mcset de". For the help file, just use your windows' native codepage.
