Sorry, we don't have ECCN numbers for TeX Live or anything else, that I've ever seen. Nonetheless, if you (or anyone) do(es) figure out the ECCN numbers somehow, we would be happy to know about them, so we can give more concrete answers to this question in the future. --best, karl.
