composite glyph ᾳ

A user has pointed out that the libertinus-type1 font misplaces the iota
"subscript" for ᾳ.   I've found similar problems with some other fonts
(e.g., GaramondLibre) but not all fonts (e.g., ebgaramond).

What determines the spacing for such composite glyphs and is there any hope
to correct the problem?
