layout question

Hello,
I would like to have a row with almost no entries but I cannot seem
to get the last vrule to show up where it should be.

I have two different attempts, one the the word "preesent" and the
other with "past".   I have attached a complete tex file below.  The
"present" line shows the vrule but in the wrong place.   It should be
at the rightmost end of the row!
The "past" line doesn't show a rightmost vrule.    The "subjunctive" and
"past particle" lines are similar to the "past" line.
