Although I personally always install TeX Live as administrator, not everyone does, and Siep Kroonenberg, who knows more about TeX Live installation than most people, wrote earlier this year :

suggesting (to me at least) that "Install as administrator" is (a) not necessary, and (b) possibly undesirable.
