[tex4ht] sh: 1: rungs: not found

Hi Michal,

Excuse me for not specifying.  I'm using the ubuntu 23.04 packages for
texlive-base. It appears as though `/usr/bin/rungs` appears in the 22.10
release but not in the 23.04!
