I agree that it would be better to diagnose the actual error(s). But the
errors are non-trivial, caused by a native Windows program being given an
absolute Unix path for the output file. (And TLUtils.pm silences the messages
from the curl, wget etc that it tries.) So I suspect programmed diagnosis is
easier said than done. Probably the most important things are that the user is
directed to the Cygwin section of the documentation, and to remove the
exclusive focus on the repository setting.
For the subset of users who use Cygwin, this may be not such an uncommon error.
