pdflatex, -no-shell-escape, eps files => no error or warning

Hi all,

is it on purpose that if one runs
	pdflatex -no-shell-escape ...
on a tex file that \includegraphics some .eps files, that:
- the created pdf does not contain the graphics (as expected)
- but there is *no* warning nor error nor *any* message in the log
  file/output
- the return value of pdflatex is 0

That does not sound like a good idea to me ...
