You did have TEXINPUTS set as root when installing the packages?
Well, TEXINPUTS is one of the oldest variables that influences input,
and there is no way we will abolish that one.

And even as root it might have valid usage, like setting a global
TEXINPUTS for system specific files that cannot go into TEXMFLOCAL.

I suggest you clean your root environment.
