Cus,

adduser is a debian/ubuntu wrapper script that does the right thing.

What I suspect is that the install command is not "pure" in the sense
that it not only creates new files but also modifies existing files,
such as (maybe?) logfiles, and the permissions dance I'd done didn't
affect those.

Can you confirm tlmgr does such things, or perhaps point me to
relevant docs or code?
