The log message is: (tl-update-tlpdb) force increased revision after
Catalogue change or file removal

Perhaps the TeXLive change in the catalogue is an automatic consequence of
the change in the CTAN catalogue.

And here's part of that revision. It's a change in ths SVN property
texlive:force_incr_after_delete

And in the file, as Norbert notes, no change to the file contents.
