no appropriate script or program found: fmtutil

Thanks Jonathan! I also saw that commit before I reported the issue.
I'm not sure if it was the cause. If arg[0] is fmtutil-sys.exe,
gsub('%.[^.]*$', '') and gsub('%.exe$', '') should give the same
result, i.e., fmtutil-sys. Anyway, I can definitely test it when I get
my Windows machine back.
