`notocondensed` package: why not provided by TL?

Hi,

the `notocondensed` package is provided by TeX  Live Contrib and MiKTeX
and not by TeX  Live, though the licenses (SIL Open Font License
and LaTeX Project Public License) seems to be compatible.

Why?
