pretest 2022 begin

Dear TeXLive maintainers,

thank you very much for all your efforts!

I just tried to install to Windows 10, everything went smoothly and I 
cannot find any different behaviour when processing my files.

There seems to be a minor problem: I tried out what happens, if one asks 
the Manager to install the 64-bit binaries. It crashes and there is an 
entry in the event log. Maybe there should appear some message instead, 
that these binaries are not yet available.
