/usr/local/texlive/2022/texmf-dist/tex/latex/textcase/textcase.sty

to your local directory and change line 17 so it looks like

%\ifx\@expl at text@uppercase@@n\@undefined\else
\ifx\AddToNoCaseChangeList\@undefined\else

I'll arrange  a CTAN update.
