dtx + dox package fail to compile with any of the -dev engines

Hello,

For this dev release, Frank has switched up doc from v2 to v3. I think 
he's busy for a day or so, but I'm sure he'll look at this.

It's not TL-specific, so ideally raise on LaTeX-L.
