Don't forget arara, ltxmake, etc. In my experience, the problem is the
Adobe
version specific string that needs to get set when a user installs a new
Adobe PDF viewer.

I think many TeX... users view generated PDF's in a web browser.  Since
many documents will be viewed in browsers by the target audience, that
makes a lot of sense.   For me, on Windows 10 Firefox, I can view a new
version by reloading it.
