circular dependency when building LaTeX?

Hi

I think it better that this discussion be moved to
https://github.com/latex3/latex2e/issues.

As Joseph Wright pointed out earlier, tex-live uses resources provided by
the latex team, via CTAN. And this discussion is about understanding (and
perhaps improving) these resources.

Once the original problem has been solved, I'd be pleased to see a report
back (with a link to LaTeX issues) on this.
