Thank you Don.  Sadly that is unlikely to be of immediate use, since all my code is predicated on the use of XeTeX rather than LuaTeX (e.g., in the present case, \centerline {\kern -0,5 \margin \vbox to \vsize {\vss \XeTeXpdffile #1.pdf page \pagecount \vss}}\eject).  Maybe one day I will investigate LuaTeX ...

Yet somehow they were included in my home installation of TeX Live 2021 and the TeX Collection 2021 (C:\TeX\Live\2021\texmf-dist\tex\csplain\opmac, C:\TeX\Collection\Live\2021\texmf-dist\tex\csplain\opmac), so they are clearly a part of TeX Live.  Why can the TeX Live Manager not locate them ?
