Installing TeXlive 2021 scheme-minimal: I can't find file `dehypht-x-2021-02-26.tex'

Here's my attempt to fix the problem:

The problem is that German patterns for luatex and xetex also require
patterns from the dehyph-exptl package, and that dependency was
missing.
This change will make the minimal scheme somewhat less minimal, but at
least hopefully working.
