[tex-live] TL2021: the seminar class and hence the prosper class broken

I wonder why seminar.bg3 is below texmf-dist/doc/latex/seminar/seminar.bg3
in TL 2021 ... it looks like it belongs to the same location as seminar.bg2
as texmf-dist/tex/latex/seminar/seminar.bg2.  Simply to be able to include
them like seminar.bug as well.

Beside this texmf-dist/doc/latex/seminar/semsamp3.tex is missing exaseminar.cls
