​Issue on Infra-only Install

Hi,
I found an issue while installing Infra-Only using Profile below
```
selected_scheme scheme-infraonly
TEXDIR C:\texlive\
```
I have attached a copy also.

Here, it exits with status code `status 53` which according to https://docs.microsoft.com/en-us/windows/win32/debug/system-error-codes--0-499-?redirectedfrom=MSDN means 
> The network path was not found.

Is there anything that can be done to fix it?

PS. This happened while I was working on chocolatey package which as you could see is pretty much complete except these errors.
