First of all, you are running TeX Live/Debian, that is tlmgr will not
work as you expect, in particular:
- update --self does not work
- many packages cannot be installed/updated

Please see the documentation (man tlmgr) and in particular the chapter
on SELF MODE.

Furthermore, this is an old version of TeX Live in Debian/stable, and
thus carries an old key - and can anyway not work with newer TeX Live
tlnet.
