[tex-live] tlcritical->tlnet for downloader/compressor

Hi Norbert,

yes, there is one file with only a .tar extension, but I think that is
because I had terminated the process yesterday. This morning I've
performed an update and I've monitored what is going on in the backup
folder: There were 7 updates and for each update a .tar file has been
created temporarily and removed afterwards. No .tar.lz4 files have been
created.

By the way: The update process stopped to work at the following point:

> running mtxrun --generate ...

I was required to kill it.
