[tex-live] tlcritical->tlnet for downloader/compressor

Hi Adrian,

this is strange, I have seen something very similar at one point by a
MacTeX user ...

Suddently the output goes to stdout, which is wrong.
Could you check what files you have in 
  C:\texlive\2018\tlpkg\backup\
? Are there some files with *only* the
  .tar
extension?
