[tex-live] Installation bug report - win7

it is just a simple user pc, not one of ours. The student somehow lost TL2011 on it (the TL path was not in the system path anymore) so we decided it might be easier to just install TL14.

The user seems to be quite heavily hit by adware. It should be cleaned now, but I cannot guarantee anything as I'm not a Windows guy

I hardly ever install TL14 on windows as an admin install (I think it is a win7 home edition)

If one of these keys does not exist then the machine (or the user
profile) is seriously sick. A more likely cause is that
KEY_ALL_ACCESS fails.

Is this a private machine or one set up by the organization, which
may be more than usually locked down?

Is this a user or an admin install?
