I just installed now rubber and checked, and I had no problem to make rubber
use my local TL2011 installation:
	$ export PATH=~/tl/2011/bin/x86_64-linux:$PATH
	$ rubber bla.tex
	compiling bla.tex...
	$ head -1 bla.log
	This is pdfTeX, Version 3.1415926-2.3-1.40.12 (TeX Live 2011) (format=latex 2011.8.4)  5 AUG 2011 09:21

??? So what is your problem?

I assume that you are:
- starting gedit from the gnome environment
- but set the path in a shell script adding your PATH
I am not sure, but you have to change the path *BEFORE* you start the
gnome session, otherwise gedit will start with the unmodified path and
will find the system tex.

And, btw, all that has *NOTHING* to do with TeX Live, but is simple
system administration.

Best wishes
