[tex-live] tlmgr: auto-install and -remove seem broken

That default url auto-redirects.  Therefore it may have redirected to
one site (up to date) for the --list and a different site (out of date)
for the --all.  I'll see about making this more explicit,

Those changes were only made a day or two ago, so it's not surprising
that not all mirrors have them yet.
