[tex-live] Missing ".fd" files in CJK?

Those files have never been part of TeXLive (and never been part of a
released CJK package too).  Since we now have all four Arphic fonts in
TeXLive, this is an omission.  I've fixed it in the git repository of
the CJK package; I hope to upload a new CJK version soon.
