[tex-k] Description of scanner_status value skipping

Hi all,

I noticed an apparent inaccuracy in the text of module 305 of the TeX source.

In the description of the `scanner_status` value `skipping, it states that

  "skipping, means that a subfile can safely end here, but not a file, ...",

implying that an outer control sequence can appear in passed text without
raising an error.

The implementation of `check_outer_validity` in module 336 though raises an
error in that case and the TeXbook states that
  "An outer macro cannot appear ... in conditional text that is being skipped over."
