[tex-k] texmfcnf.lua is outdated and breaks ConTeXt.

texmfcnf.lua does not react to these env variables or settings in
texmf.cnf. All changes need to be done in both texmf.cnf and

This is purely a packaging issue and not related to TeX Live.

Packagers are advised to contact us for help if they need it,
and not ship unsupported and broken distributions.
