But now, after some thinking, I do believe, it should work even with 
insertions being held over. So I tried an example and it worked -- kind 
of. It printed the first 6 pages, with every other page blank, as it 
should and as it was asked for by ex 23.3. But then tex ships out 
another 4 blank pages in a row before it ends. I think, this might be a 
bug in TeX. At least, it is a waste of paper. Think of climate justice. 
(ok, I used xdvi)
