[tex-k] TeX CLI error

Neither tex-fpc, 2nd ed. with tex14, nor tex-fpc, 3rd ed. with tex21,
shows anything strange. Maybe I didn't follow your instructions, so
please verify the attached test.fot. I've run both the previous and the
current edition of tex-fpc with cwebmac.tex from
https://www.ctan.org/tex-archive/web/c_cpp/cweb
