[tldoc] viewvc shows latest changes only when a new browser window is opened

It wasn't until after I opened a new browser window when the page displayed
the correct changes.

In both instances - by using F5 (soft refresh) or Shift+F5 (hard refresh) -
while bringing up the web interface up to date, failed.

If that's the intended outcome due to safety reasons behind it, so be it,
but it's nonetheless, an odd behavior while trying to go by whtever the web
interface reflects in keeping up with the latest pushes/changes.
