[tldoc] tl18 doc work needed soon

Hello all TeX Live translators - we are getting close to starting the
pretest for the 2018 release. I hope to have the manual ready for
updates within a couple weeks.

If you handled the translation last year, please tell me if you'll be
able to do it again this year. If not, no problem of course, I just need
to know so we can try to seek other volunteers ...
