[tldoc] Problems with translations

Hi Mehdi,

thanks for your screenshot, I am the responsible guy for the installer and tlmgr gui, but I am sorry, *I* don't see where there is the problem - I can read Latin, Cyrillic, Tibetan, Devanagari, Japanese, but sorry, not Arabic.

My guess is that RTL is not supported by the Tk toolkit. But I cannot even check if you don't send me more specific right and wrong images.
