[tldoc] stale top-level README translations

FWIW, ls -lt on the top-level readme-*.dir/ directories shows the
following readme's haven't been updated.  Not that it's a catastrophe if
they aren't done, but if anyone wants to make the tweaks in their
versions ... appending diffs (all about the merge into texmf-dist).
