[tldoc] Updated and revised Russian translation

Hello,
I updated and revised Russian translation for tlmgr.

Also, can you change the string
"basic scheme (plain and LaTeX)" to
"basic scheme (plain and latex)"

Reason: in other strings with schemes (medium and small) used 'latex'
and 'xetex'.
