[tldoc] TL 2011 translation start

Hello TL translators,

I just committed a few final changes to texlive-en.tex.  I don't have
plans to do anything more substantive, so I think you can go for it at
this point.

I did not get replies from everyone when I asked before.  Most
importantly, who is doing German?

The files are in the same place as last year, namely
Master/texmf/doc/texlive/texlive-en/ in svn
or http://tug.org/svn/texlive/trunk/Master/texmf/doc/texlive/texlive-en/
on the web.  The source is the file texlive-en.tex, and
last year's final version is in the archive/ subdir.
(There are only cosmetic changes in tex-live.sty.)

The screenshots and transcripts will be updated a little later, after
we're less uncertain about the platform list being final.

As far as I can see the top-level README files don't need changing this
year.  Let me know if I'm wrong about that :).

The goal is to have everything in by mid-June, say, three weeks from now.
