[tldoc] top-level README for TL 2010

It seems no changes are needed to the English README for TL 2010, but I
noticed that at least the German HTML still says "2008" in one place,
and both HTML and plain text say "2009" in other places.  (The English
doesn't mention a year at all any more.)

So, please take this opportunity to update anything needed in the
README translations.  I'll attach the current English txt+html.

Updated version of the guide coming soonly.
