[tldoc] Translating TL tlmgr/installer

Please get:
	http://www.tug.org/svn/texlive/trunk/Master/texmf/scripts/texlive/tlmgrgui.pl
and replace your's with that one (in temxf/scripts/texlive of your installation)
and run it as usual, 
	tlmgr gui
or
	tlmgr -gui-lang vi gui
